To answer your query, Option C incorrectly uses the present participle ("verb+ing" - "prescribing" in this case) to refer to habitual action.

Please remember, habitual actions are best conveyed through the simple present tense.

that most doctors prescribe costly drugs rather than prescribing those recommended by government guidelines, forcing consumers to spend more than they need to.

They should more their necessity. It is more correct to say should.

In C, prescribe and prescribing are not parallel. "Prescribe" is a verb while "prescribing" is a present participle adjective.
