A recent survey of all auto accident victims in Dole County found that, of the severely injured drivers and front-seat passengers, 80 percent were not wearing seat belts at the time of their accidents. This indicates that, by wearing seat belts, drivers and front-seat passengers can greatly reduce their risk of being severely injured if they are in an auto accident.
The conclusion above is not properly drawn unless which of the following is true?
(A) Of all the drivers and front-seat passengers in the survey, more than 20 percent were wearing seat belts at the time of their accidents.
(B) Considerably more than 20 percent of drivers and front-seat passengers in Dole County always wear seat belts when traveling by car.
(C) More drivers and front-seat passengers in the survey than rear-seat passengers were very severely injured.
(D) More than half of the drivers and front-seat passengers in the survey were not wearing seat belts at the time of their accidents.
(E) Most of the auto accidents reported to police in Dole County do not involve any serious injury.

This is a must be true question. For a must be true qn the answer is para phrasing a premise or making a statement by combining two or more premises.

A is basically paraphrasing "80% were not wearing seat belt" or 20% were wearing. So A is the answer

Well i see it this way :

Evidence : in dole city, of the severely injured , 80% were not wearing seatbelts.
Conclusion : people should wear seat belts to avoid severe injuries.

Lets first eliminate the odd ones :

E . out of scope
D This might be a choice but not a strong one so lets keep it a second priority as of now.
C Does not relate to argument (rear seat ??)
B This is a general statement about the city , might not help the argument which talks about the "survey".

A clearly talks about the survey and says that >20% were wearing seat belts.This will mean that 80% of the severely injured were from
a smaller % (<80%) of all the drivers who didn't wear seat belts.

Don't think it's A. A says more than 20%

Even I can't agree with you more.

IMO D

(A)Of all the drivers and front-seat passengers in the survey, more than 20 percent were wearing seat belts at the time of their accidents.
-- total number of drivers and font seat passengers is not provided in the survey. So it could be more than 20 or less than 20. the percent given is “80% of severely injured”
(B) Considerably more than 20 percent of drivers and front-seat passengers in Dole County always wear seat belts when traveling by car.
-- May be true but NO support from passage
(C) More drivers and front-seat passengers in the survey than rear-seat passengers were very severely injured.
-- NO info about rear seat
(D) More than half of the drivers and front-seat passengers in the survey were not wearing seat belts at the time of their accidents.
-- IMO: more than 50% is not wearing seat belt and also those people are victims in accidents.
(E) Most of the auto accidents reported to police in Dole County do not involve any serious injury.
-- Out of scope

Clearly for the argument to hold of the remaining a better percentage than 20 % should have been there wearing seat belts for the agument to give evidence that there is an incentive in wearing the seat belt
(B) Considerably more than 20 percent of drivers and front-seat passengers in Dole County always wear seat belts when traveling by car.if considerable populations wears then y so many accidents clearly going against the argument
(C) More drivers and front-seat passengers in the survey than rear-seat passengers were very severely injured.OOS
(D) More than half of the drivers and front-seat passengers in the survey were not wearing seat belts at the time of their accidents. this is in line with the argument but how does it explain wearing of seat belt will prevent if we add this as premise to the argument. If the answer choice talked about wearing seat belts then this would have been a beeter choice
(E) Most of the auto accidents reported to police in Dole County do not involve any serious injury.OOS
