B and E use the subjunctive "were" to suggest that the event has not happened yet or that a possibility

A uses past perfect "had" which is incorrect ...as the efforts are still unsuccessful. also it loses parallelism ... suggest that X and that Y
There is no "that" in the second half of the sentence

Misplaced "only" in D. Changes the meaning of the sentence...

Efforts only have been...partially successful ..Bad

Efforts have been only partially successful. Good

C is best.

C is correct.

Praet, how does "only" change the meaning in D ? Somehow I don't see it...

praet can you please explain about Subjunctive mood... where do we use it and sentences where it is wrong to use Subjunctive mood.

i'd go with D

the only choice, which has sequence of tenses. first happened 'surge', then 'efforts'. 'only' has nothing to do with it.

This quote suggest that ONLY EFFORTS have been partially successful.

This suggests...Several things have been attempted to reduce the problem, but out of those, "efforts only" have been partially successful.

No "that"

Present Perfect Usage "Have been"...
the number of suits surged and efforts are still ongoing to contain it.

(D) that efforts to contain it since then only have been partially successful

(E) that efforts to contain it since then were were only successful in part due to ???? Hanging.
