Let the cost a pack of 10 bars be x. Let the cost of each bar be y. It is said x< 10y. We need x.

St 1: x = 2+8y. Nothing more to find x or y. Insufficient. AD out.

St 2: x = (1-10%)10y. Nothing more to find x or y. Insufficient. B out.

Combining, 2+8y = (9/10)10y =>y=2. x will be 2+8(2)= 18

C is the answer.
