A. were unsure whether the information that was gathered during the recent exploration venture was collected in a completely accurate manner that would --- seems fair enough with no shift of tense in reported speech and without inapt diction such as the conditional ‘if’

B. were unsure if the information that was gathered during the recent exploration venture was collected in a completely accurate manner that would -- the use of the conditional ‘if’ is incorrect.

C. were unsure whether the information that was gathered during the recent exploration venture was collected in a completely accurate manner that will – that will is shift of tense from the past tense of the main verb announced

D. are unsure whether the information that was gathered during the recent exploration venture was collected in a completely accurate manner that would – 'announced and are unsure' is shift of tense

E. were unsure whether or not the information that was gathered during the recent exploration venture was collected in a completely accurate manner that would --- Whether or not is superfluous

I would say that the answer is D.

Scientists were unsure. Does that mean the scientists are sure now? Surely not, we need a present tense to convey that they are still unsure.

After some more thought, A means that when the spokesperson announced, the scientists were unsure. Two things in the same tense to convey that they both happened at around the same time.
