why does "C" lack parallelism? I thought it only applies to the 2nd term and beyond? Also, don't we need which becacuse the clause in non-restrictive?

I think, this phrase completely lacks parall.
Correct me if I'm wrong, please.

My choice is B.

Hope I'm right. I've bolded the words that are required for parallelism.
Includes is meant for NUMBER as underlined.

A study by the Ocean Wildlife Campaign urged states to undertake a number of remedies to reverse a decline in the shark population, which includes establishing limits to the size of sharks that can be caught, closing state waters for shark fishing during pupping season, and requiring commercial fishers to have federal shark permits.

A number is always plural...So you need "include" as the verb...But here D has the best parallelism structure

A and B are grammatically incorrect. " a number of remedies" is plural. So include should be used instead of includes. Hence A and B are wrong
C lacks parallel structure
D has parallel structure. establishing...., closing....,and requiring
E is wrong. Author is talking abour size limits of shark catch rather tha size of shark

The parallel construction there sounds best.
I'm a little bit unsure about "a number of ... verbe+s", but I'l go for it

B cannot be correct because WHICH refers to "a number of remedies", a plural, so the verb INCLUDE should be used instead of INCLUDES.

A, B, and C are out because of Non restrictive clause usage...

E is not parallel, missing a last THE in the list.

Alas, one more for D! I do not like "which" following "shark population." Hopefully I have seen enough of these to know that the gerund is always best after the comma if there is no direct link to the noun before the comma.

I choose C for '-ing' parallelism. D is also tempting but I don't think it maintains parallelism - 'establishment of...' 'closing of...' 'requiring...'

D is the best choice. Concise, parallel and does not have ambuguity in the use of 'which'

The best answer is D. its parallel , A and B have S-V agreement errors, C is not parallel since it uses noun forms and the sentence calls for -ing forms.
