For X's ad to be shown as one of the first two ads:

It can be shown as the first ad
or
Doesn't get shown as the first ad AND gets shown as the second ad

$$P= \frac{1}{15}+\frac{14}{15}*\frac{1}{14}$$
$$P= \frac{1}{15}+\frac{1}{15}$$
$$P= \frac{2}{15}$$

"The information that it is a 30 sec ad is superfluous."

Or you can simply view it as 2 favorable spots (1st or 2nd) out of 15 available ones so probability = 2/15
