a) twice as much as 2000----- comparison with 2000--wrong
b) twice as many as 2000----- comparison with 2000--wrong
c) double what it was in 2000---reference of "it"---wrong
d) double the figure for 2000---correct
e) a number double that of 2000's-----2000's is awkward....

A survey by the Bangladesh Paribesh Andolon (BAPA) showed that in 2010 there were 20,341 high health hazardous tanneries, __________________ .

a) twice as much as 2000
Tanneries is countable ==> "much" is incorrect. Wrong comparison: "tanneries" vs "200"

b) twice as many as 2000
Wrong comparison: "tanneries" vs "2000"

c) double what it was in 2000
"It" is wrong, should be "the number".

d) double the figure for 2000
Correct.

e) a number double that of 2000's
"that of 2000's" is unclear and redundant.

A and B are incorrect because they compare the number of tanneries to the year 2000.

C has the wrong referent for ‘it’.

E is awkward. ‘that of 2000’s’ seems a bit informal.

The right answer is D.
