I have written 4 answers. As I understand they are all correct.
So which one of them have I to choose if GMAT gives them in such manner?

Yes it would be correct. the structure would then be:

.... twice as many as (there were) in 1977.



How Do I understand that the double this is 20,000 and not 9%? is the statment within , ..9%....... , a modifier of ministers?

We can eliminate A and B, because they are comparing ministers to the year 1977, and much is not used for countable things.
E is also incorrect because of 1977's is redundant.
We can eliminate C because what cannot refer to percent, the survey or the ministers. This leaves D.
