I say A

Because if a higher number of high ranking alumni responded than lower ranked alumni, the proportion of respondants who were a higher rank (top 25 percent) would be greater.

Suppose, total number of alumni of class 1960 - 100
Total number of alumni who responded to survey - 50
Every body in top quarter (1/4) of class responded - 25 (which is half of total number of respondents)

Clearly A:

For example: class 1960 has 100 students ==> 25% = 25 people.
But in the survey, there was only 50 students participated and 1/2 of them which is 25 people was in the top quarter.
==> 1/2 of respondents accounts for top 25% of the graduating class in 1960.

If the wtd avg of the students in top qrtr was more than surely this is a flaw or contradiction .....
