agree with B. If the students just went to smoke somewhere else, then the program was not really a success.

D: irrelevant, if it stopped it then it worked

C) Last year, another policy change made it much easier for students to leave and return to school grounds during the school day. - All student smokers could have gone out, smoke and returned to grounds during the school hours

B. At least the plan stopped them from smoking during school hours + Most can even be just 51%

B

C is wrong because it doesn't say what they did when they left school grounds. Maybe they went to eat or something.

B clearly states they are still smoking elsewhere which is at the heart of the argument.

It is lying here somewhere in this forum. I tried to look for it, but couldn't find it. You could be lucky.

My explanation:

The program's objective is stopping smoking in school.
C is more relevant to this objective than B, because B speaks about stopping smoking overall, which is not the objective of the program.
