Modern architects, plagued by egoism, have violated this precept. They have let their strong personalities take over their work, producing buildings that are not functional for public use.

(A) Unobtrusive architecture is both inviting and functional.

I chose D but OA is B...Please explain?

D is wrong because the while "A work of architecture that takes second place to the environment " is a necessary condition, it is not a sufficient condition for a functional building. One of the stickys on CRs on the verbal section detailed the difference between necessary and sufficient clearly.
