IMO B.

Correct Idiom as...as, so D and E incorrect.

This is a completed event so use of would is wrong in C.

A is incorrect because of incorrect comparison. There is no need to introduce "was".

D,E are out..as likely as.. correct idiom
A -- was is not required. also comparing "Americans" with "national average"---> (average of what... dogs, people... buildings..etc.)
C is also out.. (average of what... dogs, people... etc.)
