According to a recent report, glassworks constructed in the last twenty years had one-third the likelihood that they would produce noise levels above 100 decibels as glassworks built earlier.

A. had one-third the likelihood that they would produce noise levels above 100 decibels --- Had one third the likelihood is unidiomatic In addition, the comparison has gone awry. We must compare what the glassworks constructed in the past 20 years had ( meaning possessed, simple past ) with what the glassworks built earlier had.
“As glassworks built earlier” lacks a verb and is incorrect. It looks as if the recent works are acting the role of the earlier works

B. had one-third the likelihood of producing noise levels above 100 decibels--- the same problem as in A.

C. were one-third less likely to be producing noise levels above 100 decibels—‘less’ entails a ‘than’. The comparator is absent.

D. were one-third as likely that they would produce noise levels above 100 decibels –‘as likely that they would produce’ – is unidiomatic

E. were one-third as likely to produce noise levels above 100 decibels --- The best of the lot and the answer.

According to a recent report,
glassworks (constructed in the last twenty years) had one-third the likelihood that
they would produce noise levels above 100 decibels

as glassworks (built earlier).

Clue 1 : By looking at non underlined portion we can conclude that -For comparison AS is used.

A. had one-third the likelihood that they would produce noise levels above 100 decibels
B. had one-third the likelihood of producing noise levels above 100 decibels
C. were one-third less likely to be producing noise levels above 100 decibels --> Wrong correct construction needs less ...Than ,
D. were one-third as likely that they would produce noise levels above 100 decibels ---> Wordy and awkward likely THAT
E. were one-third as likely to produce noise levels above 100 decibels --> Correct

Official explanation:
(E) The sentence includes a comparison between glassworks built recently and glassworks built earlier. That means the items compared must be parallel, and that any words in the comparison must follow accepted
idioms. The word "as" appears after the underlined portion; one common comparison idiom is "as... as;" therefore; it is likely that the word "as" should appear earlier in the sentence as well.
When reading through the choices, "as" is in only two of the five choices: choices (D) and (E).
Choice (C) uses "less" instead of "as". The correct idiom with "less" is "less than," which does not appear anywhere in the sentence. Choices (A) and (B) can also be eliminated because they lack "as".
Choice (D) uses "as," but it also uses the awkward "that they would produce" instead of "to produce" as the proper infinitive. Therefore, you can eliminate this choice.
Choice (E) is the correct answer.
