B here

A. IMO lacks "THAT" after "reason"

B. a majority is allowed to rule not because it is more likely to be right, but because it is stronger

C. I believe "majority" is a collective noun, so this has SVA error.

D. changes the meaning... "strengh" isn't the same as "stronger"

E. "the reason why" is redundant... why IS the reason

I was torn between A & B on this one, but I think I agree with everyone's reasons for going with B. It makes sense to me now.
