C .. correct usage of "it" interstudy ..organization is singular .

I thought C too, but isn't there a problem with the phrase after the semi-colon? It's not a complete sentence (unless I'm missing something).

I agree. But "C" is the best of the rest
I think this like ellipses.

C should be ok.

nothing wrong with C cuz "a nonprofit organization that studies health maintenance organizations (HMOâ€™s)" is an intervening phrase, which is describing more about "Interstudy".

My concern was less about "a nonprofit organization that studies health maintenance organizations (HMOâ€™s)", and more about "it estimates that this year 73 percent will be" -- this isn't a sentence. The rule for semi-colon is that it joins two related ideas that are both sentences. So I'm gonna go out on a limb, and suggest it should be E for this reason. But I'm willing to be convinced otherwise.

"It estimates that this year 73 percent will be." ---> This is a sentence.

"profitable" is omitted from the end of the sentence. Like:

Last year two of the students were successful; this year four are.

I don't think there is a problem..

Moreover, E is wordy and it uses "they". To whom "they" refers to???

C says: 36% of .... were

My question is : With a percentage as the subject, do we need to use the singular form or the plural form of the verb?
