I think that we need a verb, and that it's better to eliminate "its" with a clear construction.
I pick E

karun_aggarwal, would you mind posting next questions this way?

According to some analysts, whatever its merits, the proposal to tax[/u] away all capital gains on short-term investments would, if enacted, have a disastrous effect on Wall Street trading and employment.

(A) its merits, the proposal to tax
(B) its merits may be, the proposal of taxing
(C) its merits as a proposal, taxing

Stem:

Note :Whatever is not to be underlined.

Reason:
may be and if enacted are both future tense, parallel construction.

its modifies proposal
