B distorts the meaning of the sentence.

The boldfaced section indicates that the sole reason for the sever strain is double digit unemployment while the original sentence states that it is ONE of the two reasons.

IMO it's A.

Answer has to be A.

C, D and E are wrong, because we need a restrictive clause - that, to refer to an essential clause that follows. "That" refers to depression in the SC. C is wrong because "it" has no clear referent. D is wrong, because "and could be a clear strain.." doesn't clearly refer to any subject in particular. E has the same error

B is wrong as a pronoun/noun should appear after - because of double digit unemployment.

A is correct, because "that" refers to depression.
