One more for C.

A and B are awkward because of the it at the end of the underlined portion. E is wrong becuase of the failing.

Can someone explain why C is better than D? C just sounds better but is there any rule that I am missing?

I think that the sentence structure in C is better than in D.

(C) failure to advertise the highest price in a range of prices for a service or product as prominently as the lowest

(D) failure to advertise as prominently the highest price in a range of prices for a service or product as the lowest

The Comparison in C is clear, while it is interrupted and therefore unclear in D.
