Also it seems that D and E are saying that you have to advertise the highest price as the lowest prices.

C corrects this by stating 'as prominently as'.

Sentence has modifier issue and as adjective as issue.
According to Better Business Bureau, requires modifying an action or state.

(A) if you fail to advertise the highest price in a range of prices for a service or product as prominently as that of the lowest, it (it has no clear reference – eliminate it)

(B) if one fails to advertise the highest price in a range of prices for a service or product as prominently as the lowest price, it (it has no clear referent – can point to “fails to advertise the highest price or fails to advertise the lowest price – eliminate it)

(C) failure to advertise the highest price in a range of prices for a service or product as prominently as the lowest (Hold it)

(D) failure to advertise as prominently the highest price in a range of prices for a service or product as the lowest (as adjective as – as noun as is not correct – eliminate it)

(E) failing to advertise as prominently the highest price in a range of prices for a service or products as that of the lowest (as adjective as – as noun as is not correct – eliminate it)
