comparison is of number of students in 2003 vs number of students in 1981.
A. twice as much as 1981 - much can't be used with countable nouns.
B. twice as many as 1981 - it implies the number of students in 2003 is twice as many as 1981 itself.
C. double the figure for 1981 - seems fine.
D. double what it was in 1981 - double X - awkward construction
E. a number double that of 1981’s - it implies a number double that of(number of students) 1981's (number of students) - incorrect

B. twice as many as 1981. ----> Same as (A)
C. double the figure for 1981 ----> Clear winner. The "figure" does represent the number of students.
D. double what it was in 1981 ----> It does not have an antecedent. If you look at Option C, The figure actually makes sense and "it" should be referring to a word similar to Figure in the sentence but alas, no word exists
E. a number double that of 1981’s ---->Same as (D)
