I'll go with E on this one. What needs to be understood is that "Administrators, engineers, and soldiers disseminated their language, technology, and values around the Mediterranean basin, and beyond during a period lasting over 800 years."
A,B,C are out because "for over 800 years" sounds as if it was an attempt to disseminate their... without any clear result. The "800 years" has to refer to a period of time which HAS to be clearly specified and when included, the sentence now makes sense that the Romans actually DID disseminate their... during that period of 800 years
D is out because the first part of the sentence clearly enumerates Administrators, engineers, and solders as being Romans trying to disseminate their... Therefore, D which makes a sudden subject-referal switch to the Roman state is inappropriate. We are left with E, the best answer

E changes the meaning of the sentence. B is short/ concise and gramatically correct.

Paul..for a change..you missed this one..!

The correct answer choice is B. This is first a Misplaced Modifier problem. Who were the administrators, engineers, and soldiers? The Romans, not Rome or the Roman state. Eliminate A, C, and D. Then we are given a choice between the possessive adjectives its and their. Since Romans are plural, the correct choice is B with their.
