I think A is fine.

could enentually and have the capability together is redundant.

so A is the only option available.

For this very reason, I chose A. But A aint the right answer!

Between A and E, I`ll take E because grammatically links the two clauses with the conjustion and. Also, to is not necessary is B.

+"that could eventually...." should be suitably placed in order to make a noun clause of "a new type of jet engine" . The clause is wronly placed in A and B ---> the two out. Moreover, "to help" in B fails to maintain the sentence's illism.
+ "or helping" in C and D are wrong coz of not maintaining the parallelism.

E it is.

In E , there is this pronoun it which i am not clear if its referring to the correct subject. C sounds clumsy though..

I picked A first. But based on the above discussion, E sounds more logical because the jet engine being tested is not going to reduce number of fling hours immediately. It will have the capability to do so, provided the test succeeds.

And hence E sounds more logical.

E is best.
A,B -> out, 'that' points to tested instead of engine
C,D -> awkward phrasing

A is my choice.

propel and help should be parallel.

A = a new type of jet engine that could eventually propel aircraft anywhere in the world within two hours or help boost cargoes into space at significantly lower costs than current methods permit is being tested.

It should be 'E', clear in meaning.

'A' - appears to say that it's "the test" that will propel aircraft anywhere.

I vote for E.
A - looks like the testing will propel
B - looks like the testing will propel
C - Usage of ...helping...
D - Usage of ...helping...
E - Correct.

Hence E.
