ans is D

comparison should be made on the basis of competition, not city to city
so it should be "had Madrid"

ABE are out

C is too wordy

It is about two events completed in past and they are related so the usage of past perfect is apt. So I narrowed down my answer choices to B & D. Competition among cities has to be compared and not the cities themselves. Hence D is correct answer choice.

D is correctly compared the timeline competition b/w paris and london with b/w madrid and london.
Also tense timeline is corrected in D by providing had at both.
