'Propose' normally takes the subjunctive, so "proposed that the producer use" is correct, and "proposed... and saved..." is correct parallelism, but this is not written in idiomatic English. It's a "movie shoot", not a "movie shooting", and the expression is "cost and effort", not "cost and efforts", though colloquialisms like that never appear in real GMAT SC. The verb tense is wrong (it should be "had proposed", since this happened before another past action in the sentence). And the sentence is not listing unrelated things the assistant director did, so "saved the producer cost and effort" should instead say "saving the producer cost and effort"; that would correctly convey the intended meaning, that the proposal saved the producer money.

So I don't think this is a good question.

A. used the domestic hill stations rather than exotic international locations and saved: Propose is subjunctive and so takes the root form of the verb.
B. uses the domestic hill stations rather than exotic international locations and saved : Same error as in A
C. use the domestic hill stations instead of exotic international locations and save: The sentence means: The producer use X and save the producer : Meaning error
D. use the domestic hill stations rather than exotic international locations and saved : Correct. Proposed & saved parallel.
E. uses the domestic hill stations instead of exotic international locations and saves
