'Annual/annually' and 'per year' are redundant. Hence 'A', 'D' and 'E' are wrong.
'The erosion of heavy rainfall' is incorrect expression in 'B'.
'C' is concise and best available choice.
Hence 'C'

C is the winner.

There is nothing wrong with using passive construction. D and E suffer from redundancy : annual(ly) and per year.

Agree on c due to redundancy. Is there any issue between approaches and approaching? Are both forms ok in this sentence?
