C for me
B and E use "they", incorrect
A and D use "its", no clear reference.

Hmm....Whats the OA?
I picked A.."its" refers to state..

In C, whose oil reserves are we talking abt? Alaska's or the entire world..?

had it down to C and D. for D it is unclear what "its" referring to

C

D seems to imply that the fund would be exhausting the oil reserves. An interesting concept. :lol:

A would be my 2nd choice, but it's less succinct.

C seems OK to me - avoids any confusion in pronoun usage!
