As per my opinion....
we can not use "as" here because neither we are giving an example nor we are defining the particular position (such as teacher, advocate, mayor, etc.)

Between B and D, I would prefer B over D. You elect someone as a chairperson, as a president etc. It does not make sense to elect someone as only the second woman in Ohio.

I believe its all about the correct idiom usage.

Correct idiom is "elected as".

For example, I was elected as the president of Harvard Ambassadors Club. :-D

I too agree with this explanation.

So, does that mean OA marked is incorrect?

From https://idioms.thefreedictionary.com/elect I have got the following:

elect to (something)

To vote someone into a particular position or office. A noun or pronoun can be used between "elect" and "to."

I had hoped to be elected to the student government, but a more popular boy beat me out.

elect someone (as) something

to select someone to be something by ballot.

We elected her as our representative. She was elected as our president.

elect someone to something

to select someone to be a member of something by ballot; to select someone to be an officer in something by ballot.

We elected you to office, so do your job. Tom was elected to the congress.

So, the answer should be corrected with D. :-)

.not examples.. " such as " is used for introducing examples. Your reasoning is quite wrong
