Very tough.

A. either devoted to local history or various ethnic group is incorrect structure
B second part of the sentence is incorrect
C looks good
D looks good
E Wrong

May be D is better, since we do not need to show contrast.

I go with D.

There is no need to show contrast in this sentence so A, B, and C are out.

E indicates that all the museums are open on summer weekends.

we need "there are" to make the non-underlined sentence look good.

So, B and E are out.

A is not parallel.

phrases on both sides of "and" must be parallel. so, D is wrong. That leaves us with C.

You use 'although' and 'but' to show contrast between two things. If there is no difference between them then it doesn't make sense.

ex. Although he likes fast cars, he bought a Porsche.
ex. He likes fast cars, but he bought a Porsche.

If you knew nothing about Porsches the structure of these sentence would lead you to believe that the Porche he bought was not fast which is probably wrong.

Here we have museums devoted to local history and ethnic groups and museums that are open on the weekends. There is no reason to try and express contrast between these museums.

There are museums that do X and there are musuems that do Y.

If X and Y where opposites then it would make sense to say:

Although some museums do X, other museums do Y.

A has ||ism issue. The sentence should read "either devoted to X or devoted to Y" OR "devoted to either X or Y".
E is awkward and doesn't make sense. It uses "and also" (usually wrong because of redundancy).
Among B/C/D, the meaning of the sentence becomes very awkward with the contrast here between "open for exploration on the weekends" and "are devoted devoted to local history or various ethnic groups". Without contrast, D has correct meaning.
