For me "while in senate" doesnot have the same meaning as "a senetor". I don't know if I sound realistic if I say Jack was just invited to sennate or something , when he suggested
the bolster.It should be clear from the sentense that Jack "is a senetor".

gramatically, both B and E seem correct but E is a better fit in this context.

If we choose B, the sentence would end up implying that kerry supported cuts when he was in senate and he supported funds after words (maybe when he wasn't in the senate). The event we are concerned with is not the 'senator' but the 'terrorist attacks'.

Therefore, E seems to be the better choice; As a senator, he supported the cuts and the funds, the change was the terrorist event.

at first glace, I liked B for its simplicity.
