how to use "as when"

what is difference between "all" and "each" when they are used after verb.

I am confused.

Although it claims to delve into political issues, television can be superficial such as when each of the three major
networks
broadcast exactly the same statement from a political candidate.
A. superficial such as when each of the three major networks
B. superficial, as can sometimes occur if all of the three major networks
C. superficial if the three major networks all
D. superficial whenever each of the three major networks
E. superficial, as when the three major networks each

Second part of statement shows how television can be superficial. So, it can't start with conditions like if, whenever. So, C & D are eliminated.
Option B is eliminated because of absence of subject in as can sometimes occur

I was confused between A & E. I would prefer E, because 'such as' shows example and as when shows a situation.

I have a question..

Should "each of the three major networks" not take a singular verb "broadcasts" ?
As the non underlined portion has "broadcast" , should the subject not be plural?

Please point out what I may be missing.

The concept you mention is appropriate when Each is used as subject followed by "of phrase".
However, in Choice E, The three major..... is the subject

Each of the shirts is pretty
The shirts each are very expensive
