yeah, i know E is given as OA

but why it's not C?

if it's each of the networks - then should be broadcastS
if all of them - broadcast

and E way too wordy compared to C

"networks all" is not correct.
correct one is "all networks"

C is right to me. Simple and not-wordy.

"as when" and "each" in E doesn't sound correct.
