Support from is correct idiom. so B, C and E are out. In A, "was.... seeking support from" is not correct. it should be "was .... to seek support from" is better and correct.

A, B and E are out because we need 'to seek' to parallel 'to increase'

choice is between C and D.

Between the natural choices of C and D I choose C. I guess D is better because the use logical use would be the first of the many and not the many first.

"D" makes it clear that among all the museams in Britain, Victoria and Albert Museum was the first to seek support....
whereas it is not very clear in "C"

Eliminated A,B, E because it does not use "to seek..." to parallel with "and to increase....."

D is best.
among is suitably used here to indicate that it is among one of many meusems to seek financial support.
support from is also the right idiom to use.
