A is most concise. "although" is more concise than "despite the fact that..." so D and E are out. B and C have awkward constructions.

Another vote for A. "Although" is bette form that "The fact that" , according to ETS. And A is concise too.

Skip the italized part. Moreover I like over better than the more than.

I am going ahed with D which is complete in all aspects.

A,C - Improper usage of 'the'. We are not talking about any specific 30% of 100%.

B - '9 mil of the residents' indicates that the whole population is not taken into account.

E - what does 'over 9 mil' refer to?

Thus, D stands tall. However, if B did not have 'of the' at the end of the clause, it would be the best choice.

Do let me know the OA.
BTW what is expansion of IMO? I could not resolve it.

I think both A and D are gramatically correct.

However I choose A because Although is more consise than Despite the fact that

It was a shock to me though I was not an authority on the subject.

'the more than' does not look idiomatic at all.

I think you will be better able to view the question like this:

Although nearly 30% of the more than 9 million residents of NY are African American, the nation's most popular city did not elect its first African American mayor till 1989.

If you ignore the underlined part, and see it makes perfect sense, and sentence is trying to imply that it is 30% of the residents, and the number of these residents is more than 9million.

Well, I used above method to reach to the conclusion that (A) is best. Thought may be it is helpful for someone.
