I have learnt that ',which' modifies the nearest grammatically eligible noun. So now in the correct answer choice / sentence for this question,

So as per my understanding, the nearest eligible word for ",which" to modify is impeachment right? (since ,which can not modify persons we don't consider President Nixon) - in that case the verb should be was instead of 'were'? Why does ,which is referring to 'hearings' in this answer choice?

Please let me make a slight change to your definition of the reference of the relative pronoun'which'. It is just not the eligible noun before, but the nearest logically eligible noun before. As per that, you have rightly dismissed Nixon; You must also dismiss impeachment because impeachment is a charge of misconduct and one can't televise it. That is the reason 'hearings' become the logically eligible noun before.

To repeat, in the case of pronoun references, logic is ultimate.
