It correctly parallels the tense.

C IMO the underlined part of a sentence needs a verb, so A,B, and D are exluded. Between C an E wins C using the appropriate verb tense 'have' < 'has expanded'

What is wrong with E. I have attempted this question twice and have got it wrong both times. Can anyone explain why E is incorrect?

The use of simple past implies that the effect of expansion of China's and Pakistan's nuclear arsenal does not have any effect in the present. This is not the intended meaning because the use of present perfect "has expanded" in the first part of the sentence makes it clear that the author intendes to convey that effect of the expansion for US, as well as for China and Pakistan still has an effect.

Therefore present perfect is better.

IMO C is best answer because correct use of parallelism and verb and subject agreement

Shouldn't it be 'but so has China's and Pakistan's'? I feel that have is incorrect since we're talking about a nuclear arsenal.
