"D".

A, B & C - basing M & D system does not sound good.
E - modifier problem (a marketing and distribution system importing produce from...)

D - the best.

Edited: Parmender, I think in A, B & C, "basing of M & D system..." would have been good in keep the llism to start with.

Clearly a case for parallel consruction:
the reasons were:
1.were the high cost of land,
2.the pressure of housing and commercial development, and
3. a marketing system based on...

Cost and pressure must be parallel with another noun of the same type. In this case, system.
Concrete nouns are defined in MGMAT SC.

PS. I don't work in MGMAT! LOL. But it is a good book.
