D . the high cost of land, the pressure of housing and commercial development, and a marketing and distribution system based on importing produce from Florida and California

all nouns. the meaning of E is ambigious .

"the cost", "the pressure" and "marketing ... " are nouns and make the most parallel structure

D stands here only...

A, B and C are not parallel to the "high cost... , pressure"

In E... it seems like marketing and distribution system are importing, so it is wrong
