An accomplished amateur musician, the Mayor has always believed that “all music is good music.” He, therefore, was happy to sponsor a series of “Rock the Park” concerts last summer. When neighbors of the parks complained several times during the summer, the Mayor said that if the music was not good, then it wasn’t music. The Mayor’s reasoning contains which of the following errors?

(A) It assumes what it is trying to establish.
Do not see any other correct options there.
“all music is good music.”- it is an assumption (his opinion in this case), not established fact. So there is a logical error in the statement, that "if the music was not good, then it wasn’t music"
(B) It attempts to justify a position by appealing to a consideration that is of no importance.
Yes, maybe it attempts to justify a position (assumption, opinion), but "consideration that is of no importance" - what is this at all? No sense in it.
(C) It relies on the Mayor’s authority.
Irrelevant. And nothing is said about it in the passage We know nothing about his authority
(D) The Mayor does not live near any of the parks where “Rock the Park” concerts were held.
Irrelevant. And nothing is said about it in the passage
(E) The Mayor is an amateur classical musician, not an amateur rock musician.
Irrelevant. And nothing is said about classic or rock types of music

Mayor is not trying to establish that all music is good music, rather he was supposed to give reason to complaints of the residents. So option A is absurd in this sense
boiled down to A and B and finally choose B
