This MGMAT question, like many others, is a very good one. MGMAT has high quality questions.

This one explores a couple idioms. The first is what we do to clothing. Tearing clothes is a form of damage. Wearing clothes is not a form of damage, so "wear or tear clothing" sound odd: the two verbs are not logically in parallel. Wearing out is another form of damage, so "wear out or tear clothing" is a valid logical parallel construction. (A) & (B) & (E) are out. Remember: parallelism is NOT a grammatical construction; instead, parallelism is a logical construction, and the grammar reflects the logical relationships. Logic is always primary in GMAT SC.

The other is quite specific. To authorize X for [somebody]. The preposition "to" is idiomatically incorrect in this unique construction. The only possible answer is (D).

Does all this make sense?

devices wear or tear clothing --> devices wear clothing? Funny A, B, E can be eliminated.
D -> using is perfectly modifying veterans, nothing wrong.. I'll stick to it as I'm confused between to and for but still 'for' sounds right.

mikemcgarry can you please explain the usage of for and to again for me? :D

My friend, both of those are 100% fine. The GMAT SC would NOT expect you to choose between two alternate correct answers.

Choice is between for and to
Allowance for someone is better than allowance to someone
So B, E gone

Among A,C,D choice is between using, who use and wear, wear out

An amendment authorizes a clothing allowance for a certain veterans
*Here the allowance to particular veterans is already filtered

Who use prosthetic...
Using prosthetic...

Allowance for X who Y
Allowance for X using Y

Second is more preferable as it tells how allowance is provided to those veterans

Wear and tear clothing
Wear out and tear clothing

First choice distorts the meaning slightly as wear and tear clothing as a type of clothing

Option D

Please correct me if I am wrong

D) for certain veterans using prosthetic or orthopedic devices that wear out or tear clothing
between "C" & "D"- I chose "D" because in "C" use of "who" seems redundant. "certain" is already modifying veterans and we do not need "who".
