It should be A

A - animal rights activist, who has become quite well-known, proposed that battery chicken coops be replaced - Correct

B - banimal rights activist, who has become quite well-known, proposed that battery chicken coops are replaced

C - animal rights activist proposed that battery chicken coops, who has become quite well-known, be replaced - who has should be preceded by the person it is referring to i.e. the Animal rights activist.

D - activist for animal rights, who has become quite well-known, proposed that battery chicken coops will be replaced. - The word 'will' adds a degree of certainty that doesn't go well with a proposal as the decision is yet to be made.

E - animal rights activist proposed, who has become quite well-known, that battery chicken coops be replaced - proposed is misplaced. 'who has' should be immediately preceded by the animal rights activist, the subject it refers to and not the verb.

A animal rights activist, who has become quite well-known, proposed that battery chicken coops be replaced - Correct.

B banimal rights activist, who has become quite well-known, proposed that battery chicken coops are replaced .......proposal should be followed by that + root form of the verb. (be is the root for for is, are, am, was, were etc.)

C animal rights activist proposed that battery chicken coops, who has become quite well-known, be replaced...who is referring to chicken coops hence incorrect

D activist for animal rights, who has become quite well-known, proposed that battery chicken coops will be replaced....who should be near to the activist

E animal rights activist proposed, who has become quite well-known, that battery chicken coops be replaced .....who should be near to the activist

• Subjunctive mood (in this case, one person wants another person / other persons to do something, i.e. desires or wishes) is needed here.
• The activist wants battery chicken coops to be changed.
• Subjunctive is constructed with verb + THAT + subject + bare infinitive
(If the verb is to propose, we drop the "to" and use only propose. If the verb is to be, we drop the "to" and use only the be.

Correct.

B) animal rights activist, who has become quite well-known, proposed that battery chicken coops are replaced
• the difference between "are replaced" and "be replaced" is the major difference in between the indicative tense (the one we normally use) and the command subjunctive.
are replaced is incorrect; it is not the bare infinitive form.

C) animal rights activist proposed that battery chicken coops, who has become quite well-known be replaced
• The verb form proposed that X BE replaced is correct.
who has hilariously and ungrammatically modifies chicken coops. Who modifies only people, and the placement of the who-clause is ridiculous.

D) activist for animal rights, who has become quite well-known, proposed that battery chicken coops will be replaced
• WILL does not belong in the command subjunctive.
• WILL breaks up the correct structure verb + THAT + subject + bare infinitive

E) animal rights activist proposed, who has become quite well-known,[ that battery chicken coops be replaced
And I thought placement of the relative clause could not get any worse than the placement in Answer C? That placement just got worse.
who has become quite well-known must modify the activist. The sentence is nonsensical.
