Sample survey pattern. What is true for X is also true for Y
Strengthen: Samples are similar
Conc : Suvey of high school seniors show decline in usage, this decline means that all the aged below 20 ppl(includes hippies , junkies, not seniors in high school, whatever whatever) have declined their consumption.

Between B C and D

B----> Two ways this is irrelevant to conclusion. One, heavy or light consumption does nothing to the conclusion. I mean, its not about how much ganjha you smoke. Its about how many smokers are there. (Please pardon my personal preference, lol)
Two, this choice abouts propensity or inclination. Per GMAT, this is a well used trap. Inclinations and preferences are always irrelevant to the conclusion.

C---> gives a reason why we should increase our faith in the conclusion that this survey includes all or that the predominant user group is high school senior.

D--> Just provides info about how survey was conducted or what was the sample about. Irrelevant to our conclusion.

My answer is E, as it would clearly support the fact that number of drug uses have decreased and that it is justified by the decline in the number of people who sell drugs
