hmmm. i always thought that begun ALWAYS used the auxiliary verb has/have.

None of the answer choices look like the bullet proof choice.

I think in option 'A' it looks like "begun almost two decades ago" describes/modfies "Equal Rights Amendment". To me only 'E' looks somewhat closer to Answer.

A best and follows the idiom attempt.

Notice "," missing in E at the end of sentense. It changes the meaning of sentense.
