Guys, I need some help here w.r.t the modifiers used here.

If the option B were changed to

"begun almost two decades ago, to ratify the Equal Rights Amendment"

then, will A be correct or B?

As per the defination of modifiers goes, the modifier has to be placed right next to the noun it modifies, will the following sentence be correct?

An attempt, begun almost two decades ago, to ratify the Equal Rights Amendment, has been unsuccessful ......

Please suggest.

In this case, I think you are breaking the noun phrase "attempt to ratify the Equal Rights Amendment" (It's a complete subject)

begun almost two decades ago is not just modifying an attempt but a particular attempt (to ratify)

I still think E is a better choice..... "the Equal Rights Amendment, begun almost two decades ago," seems missing something.

D is wrong because "attempt at" is wrong idiom

the right idiom is "attempt to"

I chose A but almost eliminated it at first glance. I automatically went to the modifier that starts with begun. In assessing other answers, I recognized that I needed the correct idiom. My studying's hit or miss these days so I can't say for sure that the idiom is to attempt. However, as a native English speaker, to attempt seemed to be my best option.

What's wrong with E? Just becuase the modifier has split the idiom "attempt to ratify"?

A

- A & E are the only choice that use the correct constructs i.e. attempt to ratify
- E has a tense problem i.e that has begun almost two decades ago

Answer E seems correct even though OA says that A is correct. For A to be correct instead of begun there should be 'which began' or 'beginning'.
Anyone good with tenses reading, correct me if I am wrong.

I eventually picked A, but the modifier 'begun almost decades ago' made me pause and think for a bit.

It is obvious that 'begun almost decades ago' is meant to modify the attempt in the context.

But I think that the placement of 'begun almost decades ago', can suggest that the Equal Rights Amendment began almost decades ago, not the attempt.

Any thoughts?
