C. An insurance underwriter takes a vast number of factors into account when deciding whether to insure a clinical trial, especially in cases in which a drug intended at: Incorrect,Intended at is not correct idiomatic expression.
correct usage is as follows
Intended+ "To" + infinitive verb
Intended+"For" + noun / proper noun

D. An insurance underwriter takes a vast number of factors by account when deciding whether to insure a clinical trial, especially in cases in which a drug intended for
: Incorect usage of preposition "by"

E. When deciding whether or not to insure a clinical trial, an insurance underwriter takes a vast number of factors into account especially in cases in which a drug intended for : Incorrect, "or not" after whether is redundant.

Further on, when to use "whether" and "whether or not"
Quote:
The "or not" portion of "whether or not" is often unnecessary and can be removed, but sometimes it is essential. Here's the trick: "Whether or not" should be used when one's response is the same, regardless of the outcome. Conversely, "whether" should be used by itself to indicate only that the outcome itself is undetermined.

Point of choices: use of whether. and the correct idiom in my opinion should be intended for.

Will option C be correct if intended to is replaced with intended for?
