Very confusing choices. It is C?

In the first para X is presenting a new theory and cliaming that it works consistently with Y and Z.

In the second para author is saying that the new theory cannot work consistently with old ones, although it shares the smae goal..
.. Infact authory is evaluating the claim made in first para.

A - incorrect because there is no "phenomenon" presented
B - author says - X's applying theory requires "fundamentally diffrerent" strategies.. So it is not just an exception
C - I think is correct?!?
D - Exctly opposite.
E - "alternative approach" is not presented although a contrast with current approaches is presented.

Yup, OA is C.

The answer was definitely confusing for me (as evidence by my wrong answer!).

Looks like this problem is best done through POE. Thanks.
