Are to X, what Y were to.... since it needs to be in past tense. C is the answer imo

Eliminate otherA and B for making butler and cook singular. Eliminate E for use of past perfect. Eliminate D for use of present tense.

IMO C for the highlighted reasons in the answer choices.

Choice C is correct

(C) what butlers and cooks were
(D) what butlers and cooks are

MANHATTAN REVIEW OFFICIAL EXPLANATION:



This sentence has the following structure: x and y are to z what a and b are to c. You don’t want to use the words ‘like’, ‘as’ or ‘just’. That leaves choices C and D as possible answers. The Victorian era occurred in the past, therefore you must use a verb in the past tense. Choice C is the correct answer.
