A. is reflective, so that little polar ice melts during the summer; otherwise,
B. is so reflective that little of the polar ice melts during the summer; were it to do so,
C. so reflective that little polar ice melts during the summer, or else

B clear

temperatures are so cold and the ice cap is so reflective

B gives The only grammatically parrallel constraction here

Other choices do not have such grammar parallelism!

IMO C.

C. so cold ....... so reflective are parallel and the "," is the right usage instead of the semicolon.

I agree B is more parallel however "It" has no clear referent. Who will do so "Antarctica, Earth, Summer, Polar Ice". Moreover clause following semicolon does not look independent.
IMO C.
