Any decimal that has only a finite number of non-zero digits is a terminating decimal. If p and q are positive integers and the ratio p/q is expressed as a decimal, is p/q a terminating decimal?

(1) 14 ≤ p ≤ 23
Not sufficient as we have no information about q

(2) q = 12
q= 2^2 *3
Not sufficient as if the numerator p contains a factor of 3 , then p/q will be a terminating decimal.

Combining 1 and 2, we get
If p = 14 , then p/q = 14/12 = 7/6 is non-terminating decimal
If p= 15 , then p/q = 15/12 = 5/4 = 1.25 is a terminating decimal
