Nope.
They can do that effectively already with approx 90% of apps coming in r1 and r2
Second, trying to go through that many apps at once would be overwhelming to say the least, not conducive to a holistic review and would greatly lengthen turnaround time. Not to mention interviews would be crazy!
Finally schools have historic norms with which they compare candidates. harvard is hard to get into even if you're in the first 10 apps received. What difference does it make to have a larger pool to choose from ?
That said, let's say a schools has a quota for consultants and fills it in r2. R3 for a consultant is gonna be extremely tough, if not impossible. How would one round be fair to the last few apps in the pile? How can I get in there early enough to ensure a clean read? There are clear benefits to rounds and applying early
